Tighten the bolts down as tight as you can get them and then have your buddy try. Your not going to stretch them and your not going to "over" tighten them... that spec is not for anything other than make sure they are tight and not going to come loose.

^ That's what I did when I set up my Equalizer. Used a half inch drive breaker bar and gave a good pull and those nuts tightened up hard.

I ended up buying a Tekton torque wrench that goes up to 300 ft lbs for $85. 3/4 drive and I can tell you it is a beast of a wrench, but I had a really hard time torquing the shank bolts even to 275 ft lbs. I checked the bolts before I loosened them and the dealer had greatly under torqued one of them.
