Question about new Eaz lift hitch??

I just purchased a 2011 28bhs and the dealer included a eaz lift elite wdh. They installed the hitch and done the initial set up. After loading the TT and the TV I took measurements and thought I needed to do some adjusting as I had a rise of 1.5" in the front.
I have read all about properly setting up a wdh and I think I've got it figured out. Now to my question. All the instructions show using a rivet and washers to adjust the ball angle. My wdh does not have washers instead it has threaded bolt. So my question is am I supposed to have washers and the dealership left them off or is this new design?
Eaz lift website was no help as it shows the rivet and washers.

Any help would be appreciated.

I have this same hitch that I bought in 2010. It looks like they changed the design to me.
