IMO, you need to consider the forces generated by the weight of the scooter & carrier on the RV frame while rolling down the road. Rough roads/bumps/pot holes, etc, and the resulting bouncing will generate significant forces on the hitch and bumper.
I would look into putting a receiver on the front of your truck and mounting/carryiing the scooter there. Or look into a HF trailer to tow behind the FW with the scooter on the trailer, or any small utility trailer to carry the scooter.
