Tonneau cover question

For those of you that use, specifically, the tonneau tri fold cover (has an aluminum frame under the vinyl cover), when installing it, do you tuck/roll the front rubber flap (located right behind the cab) into the bed or is it supposed to drape on the outside of the bed?

Don't recall for sure as I now have a hard tonneau, but believe it's supposed to drape on the outside to prevent as much water as possible from getting into the bed. It's on the outside on my current cover.
