Towing X223B

I have 2013 Tundra with the 4.6l pulling the Jayco X23B but it always seems to be hunting for the gears even in the tow/haul mode has anyone else run into this issue?

It sounds like it won't hold the top gear and wants to down shift. You may need to manually lock it in the lower gear to keep the rpm at a range where it's happy. The top gear is likely an overdrive gear. It's not unusual to run at 2500 to 3000 rpm with a gas engine when towing a sizable load.

We have the Tundra 5.7l and have the same experience. On level land we are able to hold the top gear, but any sort of incline and it will start hunting (yes, even in tow/haul mode). I just downshift into 5th or 4th gear and good to go, once the land levels back out, I drop it back in Drive.

Your best bet for longevity of the Tundra transmission is to put the 6 speed tranny in S5 and leave it there. In 6th, there is the possibility of not flowing enough fluid and overheating causing damage.
