Tuning Unified Braking System

Can someone answer or point me to some tuning tips i.e. how do I know when the TOAD brakes are engaged properly and not too much? I notice I fell the FJ pulling when close to a stop i.e. < 15mph but not at all at higher speeds. I'm just not sure to tell if it's too much or too little....

Thanks in advance!

System:
Toyota FJ with Remco Disconnect
Unified Braking System
Blue Ox Plate and Bars
