This may be true for 5th wheels but with a travel trailer you want to be slightly nose down to minimize sway.

Level is best.

The notion that nose down is best comes from people towing with too light a truck, because the tongue down attitude will transfer some weight forward and reduce sway.

If you're truck is more than adequate, you want the trailer axles as evenly loaded as possible.

As already mentioned above, slightly nose high is incorrect.

Yes, level is best when possible. BUT, if once the wdh is adjusted correctly (proper weight transferred back to the front axle), and it comes down to a choice of either being slightly nose high, or slightly nose down due to the height of the hitch head on the shank, slightly NOSE DOWN is the best choice.

No, the post you quoted was correct. Nose high just tends to push weight toward the back of the TT, and moving too much weight from the front to the back of the trailer is what causes sway. Even with a proper level or slightly (emphasize "slightly") nose down attitude isn't any guarantee if your trailer weight is improperly proportioned and/or you don't use a WDH, but nose up will exacerbate any sway issues that you have.

I believe the Blue Ox 550 model WDH is rated for 350lbs to 550lbs "loaded" tongue weight which may be a "little" underrated for the X23B, depending on your loading habits.

Unfortunately the X23B has a limited CCC and many find a loaded for camping weight pushing the X23B's GVWR of 4,950lbs. The X23B's published UVW of 4,205lbs doesn't reflect it's "as shipped" UVW which will be 100lbs to 200lbs heavier (refer to yellow sticker on side of HTT).

Hypothetical 2017 X23B: (4,205lbs) + (100lbs as-shipped delta) + (50lbs dealer battery, etc.) + (450lbs cargo) = 4,805lbs.

With a 4,805lb loaded gross weight the recommended loaded tongue weight would be 480lbs to 721lbs (10% to 15%). My BIL had a 23B and his loaded tongue weight was 650lbs.

Just don't freak out with all the squeaking and screeching that these things make. The first trip we used it on our EAZ-lift was silent. This 2nd trip this past weekend the thing was so annoying inside the cg. It was extremely difficult and frustrating to back up into a tight spot. Maybe next time I will remove the bars completely for this. After about 10 minutes of trying I thought it was gonna snap right off the way it sounded. I didn't even have my anti sway bar on since we visited a local cg. The bumpier and twister the roads are the more noise. If you have young kids like mine they might be terrified of the monster behind our truck! But hoping some all purpose grease on the ball and head will take care of it. Can I also lube where the wd bars go into?
I do agree with everyone else although I really don't have a choice and need them since my tow vehicle is a Durango and close to its limits even without the wd. I have never towed any other way so I can't tell you for sure but I definitely feel this thing helps support and help distribute the weight thus creating a smoother safer ride.

Depends on the brand/model of WDH one has......, but it appears your style WDH has zerk fittings for grease application.
