+1 for the paper and plastic.
HOWEVER, DW did put down some non-skid shelf "paper" that keeps all our stuff relatively stationary. I would guess this would help you too as long as your glasses are not too bottom heavy (assuming you store them upside down). If they're bottom heavy like a wine glass, I don't think there's much you can do to keep them standing. BUT you could install one of those slotted racks and HANG them?
Otherwise, replace what you have with something with a lower center of gravity so they don't fall over...
