I've had the same problem, especially when trying to empty into my portable poop tank. A 2 x 6 under the wheel will make a big difference. The only downside is that you'll also have to lift the wheel on the awning side of the trailer in order to maintain level. Maybe it's just me, but the campsites I wind up in always seem to be low on the awning side resulting in a high step up into the trailer. I always bring a step stool.
The problem usually looks worse than it is. Remember, the tank itself is above the outlet so it will force things to run uphill a bit. As was stated, you can force feed the hose to finish emptying. This way you don't get a nice brown surprise when you unhook the hose!
