Odd problem with tires and looking for a recomendation on a jack type.

I am perplexed about the tires on my x17z. For some reason I can get the current pressure with a tire gauge, but I can't add air to them. My air tank measures 79 psi and the tires are at 42 psi (should be 65 psi) I'll need a jack and a torque wrench from what I've read. Anyone have any ideas on what my problem could be?

Maybe they only use them on bicycles, but one new design you have to like unscrew to put pressure in.
Is the tank pressure the outlet pressure? Sometimes there is a tank pressure regulator and then a regulator on the use side.
Can you take a screw driver and manually press on your air fitting to make sure it is depressing and hasn't gotten stuck over winter?
