I have to agree with the "down/stowed" answer. I just drove 500 miles with mine in the up position and it literally shook the "hook mount" out of the wall. So, the fail point isn't the upright support, whether folding or stationary - it's the connection to the wall. I also noticed that the original owner had had at least two of the screws pull out at some point because there were "double" holes for two of the four screws. The good news is that I was able to remount the bar into the wall by using short drywall anchors and drilling out the old stripped holes a bit.
