Trailer brakes...issues??

I have been trying to get the brakes & controller adjusted on my new X19H. It worked great on my old camper which was about the same weight. I did all the adjustments on the old one myself after I replaced both axles.
I have the Prodigy P2 controller. When moving at a low speed (10mph) I move the manual lever on the controller all the way over and I can barely feel the camper brakes doing anything. I have adjusted the settings on the controller all the way up and it still feels like the camper brakes are doing very little. They will not lock up even in my gravel driveway.
I jacked the camper up and adjusted the brakes. I spun the wheels and adjusted until I felt the brakes grabbing, then backed the adjustment off a few clicks until the wheel was spinning free. While jacked up if I use the manual control it locks the tires up and I can't budge them.
The controller directions say to adjust the settings until the trailer brakes lock up then back it off. As I mentioned, not only do they not lock up, they don't feel like they are doing much at all. The old camper could bring the truck to a stop in the driveway at slow speeds.
Any ideas?

I would pull the drums and make sure everything is hooked up and grease free inside. Sounds like you're getting power to them and your controller works.

Agree. If the drums are grease contaminated they will not be effective.
