The easy way to check if the converter is charging the battery is to check the voltage at the battery with the shore power un plugged and then test it again with the shore power plugged it. If the voltage is higher when it is plugged in, the converter is working. Use any voltmeter/multimeter set to DC voltage for the test. Also understand that converters aren't intended to power the 12 volt accessories without a battery being connected. The battery provides the required amperage to power the accessories.

I disagree with that statement. A RV's power supply can and will supply all power needed to run your RV without a battery and won't harm anything. Just make sure your positive battery cable secured and not able to short to ground. But remember when towing, a functioning battery is required for emergency brakes.
