Black Water Gate Valve Access

I have a 2016 RSTS28.5 5th wheel with a little issue. We returned a few weeks ago from Vegas with no problems and just returned from a 3 day weekend to the lake. Went to drain black water and cannot tell if there is a blockage or if the handle broke off from the valve.
Does anyone know of an easy/only way to access the valve? My 5th is totally sealed on the underneath and I am sure I will need to do some cutting.
Also, once repaired how to I fix the cover that was cut?

Hoping for some help
Thanks
Bob

Do not know on access question. But my buddy had a blockage and was able to free it up with a toilet plunger! Thanks

On my 5th I can get to the valves by removing the wall in the basement storage.

Chloroplast is easy to cut for access in the underbelly. Just cut 3 sides and use it as a door. Clean the area with thinner and use gorilla tape to cover the seams.

If it is a solid shaft on the valve (is loose) you can most of the time pull it out all the way.
To connect it to the valve you again you might have to open up the underbelly unless you can access from a storage area.
