Command Center Indicator Lights

Attached is the configuration of the tank test lights at my command center. Can anyone figure out how to read them?

Situation: I have just emptied both grey and holding (haven't washed out holding yet); Fresh is empty and LPG is about 1/4 full

Now what the heck do the lights at these places mean?

It's new to us (5 months); camera doesn't have flash and it's in a dark part of the hallway. All you would see would be the lights with no labels as to what is what.

Propane is full, grey and fresh empty, black probably has residue on walls and indicates full. Typical black tank sensor problem. Also probably bad sensor on propane.

The propane is between 1/4 and 1/2 (gauge on the tank itself). The fresh tank shows E with a green light and the gray shows E with a red light.
