Dump valves stuck

I am unable to open one of my dump valves. It appears that the steel cable is rusted in its housing behind the handle.
This was also the case on one of my other valves, I was able to break it free and noticed the rust on the cable when I opened the valve.
Any suggestions on how to unstick the cable?

Try going to a good automotive shop and buying rust penetrant/breaker.. You might have to spray it on several times a day for several days.

There are fittings for oiling on plastic insulated cables. Just go to a motorcycle shop to get them.
