I had the same problem on my 29.5 BHDS. The issue: the Romex wiring was not connected to the unit from the factory!

In examining the wiring, I also found that they had the circuit wired incorrectly in such a way as to defeat the GFCI. I can’t recall exactly what they had done, but it was wrong. I rewired everything and had to run new romex as the original was too short.

If you have a Suburban WH you must have the electric switch outside bottom left of the heater turned ON. You also need to have the 120-volt Circuit Breaker ON.
