Jalousie window issue

The jalousie mounting bracket has let go from one of the frameless windows in my MH. I'm not sure how Jayco bonded the bracket to the window. It may be 1/2 double stick tape or some type of liquid adhesive. Whatever was used it has a silicone texture to it.

I was wondering if I can use something like JB weld to adhere the bracket back to the window. Also wondering if I need to scrape off the old tape or adhesive before remounting, or simply apply JB weld to the bracket and clamp to the old adhesive/tape? I'm afraid I may scratch the window trying to scrape off the old adhesive.
