Steps loose on Jayco Jay Flight 24 FBS

My Hickory Springs step is loose on one side. When I tried to tighten the nut, I found the bolt turned. I can't seem to figure out where the bolt head is. The factory said to remove the transom plate and pull back the linoleum, but the bolt seems to be further out to the edge. I took up the metal strip next to the transom, but could not find access. I don't want to do something stupid and tear the trailer up. Anybody been there done this?

looks like that bolt os trashed anyways. soak the nut W/ WD40 then take some vise grips and lock them onto the bolt end and tighten the nut. Hopefully the grips will keep the bolt from turning as you tighten the nut.

Might be an easy solution. Seems like the nut is down in framing members. Dumb design for sure.
