That's a tough call, and a lot depends on your skill and confidence levels.
Check JOF for threads by others who have done this - a fairly recent one in the pop-ups sub-forum.
The hardest part is what you don't yet know. Is it just a small section of rotted wood, or is the whole front wall and framing gone? Once you get into it, you could find yourself over your head if you aren't too comfortable with this stuff. Good chance you are going to have to temporarily remove the bed rails and platform to get access. Do you have somewhere that is protected from the weather and sufficient height to raise the roof while you get this done?
Personally, I'd be right in there tearing it up and rebuilding, but I love that kind of stuff. I know it's not everybody's cup of tea though. For an almost 20 year old camper, I think the cost of professional restoration is likely more than trailer value, so there's nothing to lose. If you fail, part out the mechanicals that are still good, and put those funds toward a replacement pup or larger.
