Blown tires

Last year, on my 2007 Jayco Escapade Class C, a bracket that held the mud flap on fell down and gouged the rear right outer tire. Almost one year later, the same thing happened on my left side to the outer tire. Anyone know if this is a flaw or had this experience?

Where did it fail did the bolts break or did the metal bracketts rust? When i get a chance i will see how mine are secured.

My passenger side mudflap was hanging, due to cheap broken hardware used in securing it. I can see how this could cause a serious issue!! I used some 3/8 self tapping screws, and they are both much tighter than before.
