I am using RVI-3 which uses a tablet in the cab to monitor the brake status. Just yesterday I was wondering the same thing. The RVI-3 has a test button, so in a parking lot I was towing the Jeep (4,000 lbs) at about 10 mph and hit the test button. I could feel a noticeable drag which slowed the RV down by several miles mph but the test doesn't last long enough to stop. From this test I can see that it does apply enough force on the pedal to apply the brakes, at least partially.
I think from what I have gathered, the toad brake is to prevent the toad from pushing the RV while stopping. I think it does this. Does it really make a difference? I don't know if I can feel it or not. I do think that it being legally required in most states makes the decision easier.
