Cleaning of 2008 Melbourne protective hood shield

We have 2008 Melbourne 450 Ford. The front of hood of 450 is covered partially with a stuck on plastic bug/rock protective covering. Will not clean. Has anyone had this problem. Seems that mildew behind it but no holes in it. That covering is also on the sides of the Melbourne as well.

We removed ours using 'finger-power' on a sunny Spring day and the paint was like new after cleaning and waxing.
