My awning comes in and out at a reasonable rate.

To test for a power problem in the source wiring.
Get access to the awning switch and measure the 12V source (+ & gnd) on that switch while running the awning in-out. The voltage should not drop when running vs not. If so then there is a resistance somewhere in the wiring to the switch, like a bad ground.
Note my awning switch has both the +12 and ground connected to the switch. The motor is powered by a 2 wire cable i.e. the ground for the motor is not obtained in the awning frame. I am not sure all are wired that way.
