Jayco 25R water hook up

On our first camping trip with new RV and I hooked up the water line to my RV with the water control valves set to 2-6 (City Fixtures), the pressure at the hook up is 45 lbs. I can not get any water pressure at any faucet. I switched the control valves to 3-5 (Normal) and I get water at all faucets. What am I doing wrong with the City Fixture settings. Any help would be appreciated.

Found the trouble. There was a main system shut off valve under the bathroom sink that was closed. Thanks for the suggestions.
