Generally, the steps and keyless entry (if 12-volt) are supplied power by the chassis battery. So if it has low voltage it could indeed cause operational issues. But if it still starts the chassis engine reliably it probably isn't the sole issue. But a check of resting chassis battery voltage is in order. A load test at an auto parts store would tell you even more about the battery's condition.
What I have seen are connection of accessories at the battery that have deteriorated, and that can cause voltage drops in that circuit due to increased resistance. If you have the ability, it might be worthwhile to monitor the voltage at the steps when operating them, then compare it to the voltage directly at the battery again while operating them. If significantly lower at the steps it certainly may indicate resistance in the wiring. If so, you could then work to isolate the issue. It could be corrosion right at the battery or a loose or poorly crimped connection elsewhere in the circuit.
