Hi I am not sure of the class c working of the inverter (we had a class a) while traveling if I turn on the inverter and it reads 13v and is green shouldn't the refrigerator come on?

The refrigerator should run on 12V or propane. Unless the typical refrigerator has been changed to residential there is no need for the inverter.

The fridge runs on 115 VAC or propane, but you need 12 VDC also to run either. 12 VDC is for the control circuits. The inverter only powers the outlet above the cab bunk and only if the ignition key is off.
The inverter in my 2017 Greyhawk only controls the TV outlets. One in the bedroom and one in the front area. It allows TV operation when not connected to 120 volts for a limited amount of time.
