Question for TSD Card Users

I just got my TSD card a few days ago and I’m planning our trip around fuel stops figuring about 250 mi. between fuel stops (I try not to go below 1/4 tank).
Looking in the “Open Roads App” for authorized fuel stops I see there’s a note for the state of Oregon that they add $.36 PER GALLON.
My question is…is that already figured into the posted price or not? Because if not then my savings using the TSD card would average only $.08-$.12 per gallon.
And I may find it cheaper to just drive an extra couple of blocks off the freeway and not use the card.
I see no such note for any other state I’m planning on driving through so…

I also have the Gas Buddy app but not the card (not sure how much good that will do me).
