I have no experience with a Seneca(sadly), but I would think that is normal. It's doing a recirculationon so if the back half is hot, then it will rotate that hot air. But since the cab air is technically that-- for the cab--I could see in that situation -especially in Florida--it's probably counterproductive --to use the recirculation. I might try in the future on a hot day, to start first with windows open, blow out as much hot air as possible, and then turn on recirculation and close Windows and see if it can help. If it doesn't, then I would retire the recirculation-- at least not use it on a normal Florida type day. ( Although Rick in Houston certainly has some hot days, so there's that).
