Are you at a new/higher elevation? Over 4,000ft and you may need to adjust the air/fuel mixture. My fridge always seemed to work ok, but when I got over 5,000 ft I'd have to adjust the sleeve on the gas water heater (tank model) that controls fuel/air mixture. Otherwise it would not ignite or if it did, sometimes go out.

Can't seem to find any information online if there is an adjustment for the Girard or not.

Have you verified propane will work on stove? This will tell you if there is propane actually available.

The next check would be to see if voltage is getting to the water heater gas valve. Since the spark is working the next step in the process is for the gas valve to open. If voltage is across the valve terminals but it is not opening, the valve is bad, provided there is propane at the unit. I am assuming the gas shut off valve at the water heater, if there is one, is in the correct position.

We had a problem with ours a couple years ago. Turned out to be low gas pressure due to faulty regulator, even though we could get a good flame on the stove top. I don't remember the minimum pressure off hand but it is stated in the manual.
