Yes, I have seen it happen a few times over the years, one time to my mother/father in-law.
There was just a little bit of TP stuck at the seal which was enough to keep the flush valve trickling water into the toilet. They were away and after about 10 hours the toilet overflowed and flooded the adjacent bedroom. The carpet had to be disposed of. Luckily, no permanent water damage.
I suspect just a little bit of debris from the mop water was enough to do the same thing.
Its another good reason to turn off water pump or city water connection valve when away from RV for an hour or more.
