water system valves

This pertains to a 2000 eagle (241M).

On the hot water tank, there is a water hose that runs between the cold water inlet and the hot water outlet. In the middle of this hose is a valve. Anyone know the purpose of this?

It is for bypassing the water heater when winterizing. There should be a total of 3 valves as illustrated below.
