2007 designer 38rdqs steps

I need a little help I was over at my sons looking at his new A/Cs when I step out on the steps and the right side pulled completely free. The steps are new. Appears that the installer used 1/4 self tapping screws to attach the new steps he bought. We all know that isn’t going to support any weight when the springboard all the time. My son is telling me there is no frame in that area where the steps set. I am out of town and was looking for advice for when I return. Thanks
