2013 26RLS Water Tank Filling

I saw another post that had the same problem. Seems these are overflows and will siphon water out of the tanks. Put valves on these 2 tubes, leave open till they start to dribble and continue filling.
I have a 2013 26RLS fifth wheel. After filling the tank for awhile water comes out of 2 tubes on the left back side underneath the trailer. I suspect these are over flow tubes. Am I correct?
The problem is that if the trailer is pulled to a spot not level and leaning to the left I loose quite a bit of water from the tank.
Could I plug these tubes and rely on the overflow at the filling location or is this a bad idea.
