I have been told that if the rig has no batteries from the factory, the delivery company provides a small battery to activate the emergency brakes. It is not part of the rig when delivered.
That said, I may have paid for batteries but on the 2 new rigs I have purchased, one had a single and the 2nd had 2 batteries installed, I never saw a bill for them or a added option for them.
