Where did you get the 1650 lbs limit from?
Was it from the sticker on the trailer or from a brochure?
If it was from the sticker on the trailer, it's a true cargo capacity starting from a dry trailer and the sticker weight probably also includes weight from full LP tanks.
If it was from a brochure, that doesn't account for any weight from options added onto the trailer.
If the 1650 lbs limit was from the trailer's sticker & included full LP tanks, I think your ok.
Rule of thumb, you could estimate cargo (i.e., camping stuff, kitchen stuff, cloths, bikes, etc. everything you would pack into the trailer & it's storage compartments) around 1,000#.
If you carry water in the hot water tank and fresh water tank, multiply the gallons by 8.3 lbs that will give your carrying water weight.
For example, if you tow with the hot water tank full (say 8 gal) and you carry 10 gal of water in your fresh water tank, that's 18 gal * 8.3 = ~150#
So a guess at cargo weight could be in the range of 1,200#, well under the 1,650 capacity limit.
