After looking at it, makes one wonder if they 1) forgot to put in the pin or it was removed; 2) didn't use a lock; 3) the hitch came out of the bed of the truck (which you cannot tell in the photo).
We are aware that "very nice" people will go through and pull the pins out of hitches, including semis. We now use a lock because DW's cousin had a pin pulled from his semi years ago.
