I don't think people understand the process of charging something with a gas other than air. You are correct, the tire has enough air in it to fill the space before any nitrogen goes in and that makes this idea a scam.
If you pulled all the air out (which you can't do without breaking the bead on the tire based upon 14.7psi pushing the tire off the bead if you pulled out the air), but if you could: then and only then could you put pure nitrogen in your tires.
Otherwise you have a mixture of gasses in your tire, and the one I am trying to sell is mostly nitrogen, it's much cheaper than whatever precentage of nitrogen you would get from this flawed procedure, but it's not 100%, might not be 90% and it will be as wet as the air outside. Zero benifit IMHO.
But hey, I never thought you could sell drinking water in bottles either
