Fresh water tank won't fill

Hello I have a Jayco 26.5 Eagle BS. Fresh water tank will nor fill when valve is set to tank fill. I have to get under the bottom bunkbed and open valves to get it fill each time. Is the fill/city water valve busted?

Could you submit a picture of your connection panel and how you connect to it ..... including lever positions.

Just wondered if anyone has to do the same thing to get water into FW tank. Found another fella and messaged him.

I have a 16' 26.5 BHS and do not need to change the valves under the bunk to switch between tank fill and city water. When I switch to tank fill from the outdoor control center it fills the tank and visa versa.

I winterized mine so valves are in a different position however I believe if your valves are set like they are in this photo the outdoor control center should switch between both city/tank fill

Ours has seven valves including the three on the water heater. I will take pictures and post those. Gotta figure that out first! Thanks so much for your time.

Trying to figure your setup out, seems you have more valves then I do for some reason. Looks like I only have two on the water heater. And if I remember correctly the black valves are typically designated as bypass valves. Someone on here please correct me if I'm wrong. Here's a picture of what my set up looks like, and it's a picture I took before I winterized it so that I knew how to set it back to normal. Is your trailer of 2016 model? We store our trailer so I'll try to get over there this weekend and take some more photos.
