Curious as to why you want to take the large cupped shaped caps or the small diameter Jayco logo insert out? If it is to access the grease fitting, DO NOT do so. Using the grease fitting to grease your bearings has a very high likelihood of contaminating your brake pads with grease and requiring replacement.
I have never had a reason to remove the caps. But the caps will be free to be removed when the wheel is dismounted.
If the cap is loose, remove the wheel and you will notice small bends along the edge of the cap. Bend them a little more and reinstall so they are clamped by the wheel and hub.
