Not knowing the brand or model of your vent, I can only take a guess at a few possibilities.
1) It has a rain sensor that will shut it off and close the lid when it senses water.
2) It's thermostatically controlled, and the thermostat needs to be adjusted.
3) It has a bad switch.
4) bad printed circuit board.
Perhaps someone that has had the same situation will chime in with some other thoughts. Perhaps a phone call to the manufacturer's tech people might point to the reason.
