pinnacle extra low handrail

My Pinnacle as you go up stairs has a nice window on the right side, starting at the top landing the window 22" from the floor, so beings Jayco didn't want their handrail to interfere with that window, they built the handrail 20" off the floor! Which means it's even too low for a midget. Shouldn't OSHA be called in on this disaster? It's more of a hazard to bend down to use it than just go without it.

as you get older and need to use the hand rail more...bending over becomes more natural.
