Flipping the axles is misleading. You move the springs to the top with a over under conversion kit.

Looking at the opposite here. 16 377 RLBH. I am sprung over now with the bolt in top hole of frame. Has anyone sprung under and put spring eyes on bottom hole? Any measurements of change? Thanks

Their is no federal law on height but lots of states have 13'6" max height. Also is if you plan to travel where you put your rig on ferry max height is 13'6"
