Propane tank metal strap

Greetings. I'm trying to help a relative with their 2006 Jayco 5th wheel, just purchased (Jay Flight model ). The two propane tanks are mounted in a box on the right side of the trailer ( door is at the right rear, slideout on the left side). There is a metal strap that secures the two tanks but I'm not seeing how to reconnect the two ends.
Also I see daylight around the edges of the slideout. Can the seals be treated, or just replaced?

That's exactly what it looks like... so the end that just has a little bit of curved metal with no latch connects to the latch on the opposite end.... I was trying to hook it in where the u-shaped pin comes in..... For that "bare" end it just ends in a curve of metal.. is there supposed to be a cylindrical pin for that? If there is it may have drop-down in the compartment

Obviously this is quite loose. That is why they have all the adjusting holes in the latch itself.

As if they couldnt come up with a better design. If you got a brand new tank its gonna get all scratched up.

See the attached photo. Now I see which end comes loose during tank removal and which generally doesn't.
