I use a broomstick and just hitting the tabs will work. to help have the exhaust fan on and when you hit that second tab it's going to flap open. Good luck.

That works well for the vents that have the little "flipper" tabs, but the kind we have, you have to push up hard on two spots on the lid, and it feels like you're either going to break the flap, or your fingers. At least until it gets worn in a little.

It took us about two years to realise that the flap was closed on the outside.
We don't often cook inside, so we just hadn't noticed, and assumed it just wasn't a very good vent...

One thing I did do, was to stick a little label on the front of the hood, reminding us to open and latch the flap

Ours is pretty much permanently open. Flaps a little in the wind sometimes, but that's somewhat rare, so it's not too bad. I'm not aware of it ever waking me up at night anyway...
