Have you looked closely for an on/off switch on the water heater itself? When I was looking at new RV’s I saw two that had that switch on the water heater and not inside.

My water heater has a yellow wire that goes to a relay that energizes when I turn on the switch inside the RV and that relay supplies 110v to the heating element.
