Winegard 360+
We just bought a New 2022 310RLTS and it comes with a Winegard 360+ mounted on the roof.
Does anyone know what functionality it has without a Winegard gateway 4g-lte WIFI router ?

Without the Gateway I think it is just an over the air tv antenna.

Well, it also works with either Verizon/AT&T 4G cards as well if you choose that route, or both, as we have the Verizon card but typically connect via Wi-Fi at the campground. If that signal ends up being iffy, we switch to 4G. If that fails, we read a book, lol. If setup for Wi-Fi, it will act as a signal booster, even though it is not, and Winegard is quick to tell you that. It may be the roof mount that helps, but it is typically better that going at it with the cell phone. Once connected at the campground, it acts as your router for watching TV and such. I find it very useful as long as we have a decent signal. Last couple of places we have been to, the Wi-Fi has been a challenge, Winegard, along with using an electronic device, laptop, cell, etc. makes it easy to find the local wifi and connect using the password if required. Once done, you should be good to go for your stay.

I forgot to mention that if you do decide to get a router for it WiFi Ranger has the Osprey which is a direct replacement for the Gateway. I'm not very techy but I understand it has more capabilities than the Gateway, for more money, of course. It is on my list of things to buy, someday.

That looks like the Winegard GW-1000. If so, it's the same one I have. You can determine it's exact model/serial along with login details by looking inside. Once you have it on, browse to this url to login: http://10.11.12.1/
The default userID is admin but the password is unique. You will find that inside, or in your documentation.
If you have wifi at home, connect it to your home wifi (You'll find that once you login at http://10.11.12.1/) . Once you have it connected, you can log your wall panel (tablet) into that, along with your camper's TV.
When you get to an RV Park that has WIFI, you simply log into your wingard router ( http://10.11.12.1/) and connect it to the RV Park's wifi, then everything else in your camper will be connected because they are conntected to your winegard.
Once your winegard is connected to wifi, you can also create an account at winegard which will allow you to access your camper from anywhere that has wifi! Turn on the airconditioner or close the awnings while you are away.
Lots of fun. Add more apps to your tablet (RV Life, weather.. etc) change the background image to your camper and such,.

Stan & Sharon posted some good information here and I’ll try their suggestion, but to be honest I’ve spent countless hours on the phone with the dealership, service technicians, and I’ve even called Winegard trying to get this to do anything, all to no avail. Prior to reading this post, I’ve given up on the Winegard and concluded that it’s just a decoration on my roof. I’m not an expert in technology, but I’ve set up many home networks, and configured many WiFi systems for clients. So, it shouldn’t be a difficult task. Perhaps I just have a lemon, but I’ll give it one more chance.

It functions for Over-the air TV .. better than standard antenna's. I added gateway to mine and the benefits for wifi + cell towers (I got ATT plan) were immense. I successfully worked using a campsite Wifi without using data from my plan. Also with gateway on and TT hooked up to Tow Vehicle, I was able to use internet as we drove.
