07 seneca 35gs house battery charging?

Does the engine trickle charge the house batteries while driving? I checked the house battery amp with the engine running and off. The meter showed 13.3 either way? Any input would be great.

It should, push the emergency start button and see if it takes the voltage up. You may have a bad relay or a bad connection.
