Interesting that you have encountered the same... We had a tire blowout on our trailer that took out the wiring to the clearance light (tail light circuit) that blew the fuse on that circuit in the block behind the drivers seat. After repairing the wiring on the trailer... I went to test the trailer lights and started the search.
I had identified the correct fuse and pulled it, visually inspected it and it showed no signs of being blown. It seems that the fuses they ship, do not give any visual clues to being blown - you have to take a meter to the fuse to test it.
