The part is likely a Freightliner part. That first year of Freightliner Senecas were unique and some had a pedal/cable system to engage the driveline brake. The 2013 to 2015's have a spring-applied/air-released driveline parking brake controlled by an air dash valve. And of course the 2016-up rigs have air brakes and traditional rear spring brakes.
If you take the last six digits of your VIN to a Freightliner dealer they should be able to look up your specific rig and show you a parts list and probably even a picture.
Here is a section of the Workshop Manual that shows how the cable is anchored to the frame. I suppose if you can find that part you can tell whether the cable is intact to that point, and then from there to the actual brake assembly mounted to the rear axle housing.
